Formed in 1988, the Arizona Counties Insurance Pool (ACIP) was established to provide a stable, collaborative solution to the insurance and risk management needs of Arizona’s county governments. As a member-owned public entity pool, ACIP was designed to address the complex liabilities and exposures that counties face, offering comprehensive coverage for workers’ compensation, property, casualty, and automobile risks.

ACIP exists to serve and protect its Member Counties through strategic risk pooling, proactive loss control, and sound financial stewardship. By focusing exclusively on the operational realities of county government, ACIP is uniquely positioned to deliver services that are both responsive and relevant. From claim adjudication to risk mitigation guidance, ACIP supports its members in managing their liabilities efficiently and effectively.

The ACIP Board of Trustees is composed of County Managers from participating counties, ensuring that the Pool’s governance reflects direct member insight, accountability, and long-term interests. This leadership structure promotes transparency, fiscal prudence, and continuous improvement in service delivery.

At its core, ACIP represents a commitment to partnership—supporting Arizona counties through collaborative risk management and shared responsibility. For over three decades, we have prioritized the sustainability, resilience, and financial security of our members, adapting to meet evolving risks while maintaining a strong foundation for the future.
